21st Century Community Learning Centers
21st Century Community Learning Centers (CCLCs) are federally funded afterschool programs that provide extended learning opportunities, during the out-of-school-time hours, to students in grades kindergarten through high school. Initially a federally administered program, today, each state organizes and administers its own 21st CCLC program. In Mississippi, the SECC is providing technical assistance to enhance the state's program by assisting MDE to make revisions to its RFP and grantee selection process; to develop a statewide mentoring program; to plan the statewide 21st CCLC Winter Institute (professional development conference); and to develop a plan to facilitate communication between MDE and its 21st CCLC grantees.

2012
July
During July, SECC staff continued work drafting a professional development needs assessment survey for MDE 21st CCLC grantees.
June
During June, SECC staff initiated preparation of a draft professional development needs assessment survey for MDE 21st CCLC grantees.
May
SECC staff and 21st CCLC staff at the Mississippi Department of Education discussed the development of a survey to assess 21st CCLC grantees’ professional development needs. Information from the survey will funnel into the mentoring component that is to be planned along with a communication plan in June 2012.
April
SECC staff reviewed the Mississippi Department of Education’s (MDE) 21st Century Community Learning Center grant process to develop suggestions for future improvements and to incorporate those suggestions into a report for MDE.
March
MDE program staff facilitated the 2012 21st CCLC request for proposals (RFP) evaluation process. SECC was on hand to provide technical assistance and to observe the process in order to identify suggestions for future improvements.
February
SECC staff presented four sessions on after school participant recruitment and retention at the MS 21st CCLC 2012 Winter Institute.MDE program staff conducted the 2012 request for proposals (RFP) evaluators' in-service with technical support from SECC.
January
SECC staff reviewed with MDE program staff the request for proposals (RFP) evaluation process used in 2011 and discussed ideas for strengthening the process in preparation for the 2012 RFP evaluations.
2011
December
SECC staff assisted in presenting the revised request for proposals (RFP) to the MS 21st CCLC Advisory Committee. Upon incorporating input from the advisory committee, MDE program staff sought authorization to open the competition with an electronic posting of the new RFP in early 2012.MDE program staff and SECC staff worked collaboratively on a draft agenda for the statewide 21st CCLC Winter Institute. SECC committed to provide presentations at the institute.
November
Mississippi Department of Education (MDE) program staff and SECC staff entered into a collaborative working relationship to make enhancements to the MS 21st Century Community Learning Centers (CCLC) program. SECC staff reviewed the 2011 MS 21st CCLC request for proposals (RFP) and collaborated with MDE program staff to make recommended revisions for the 2012 RFP.
