Office of School Transformation: High School Reform Models

SECC is assisting the South Carolina Office of School Transformation in examining high school reform models in the state. SECC staff is providing technical assistance for the office in developing a survey for high schools focused on the implementation of the High Schools That Work reform model. Depending on the results of the survey, SECC may also assist with gathering information on effective whole-school reform models and in building a plan for professional development around selected models.

2012


May

Charmeka Bosket, of the South Carolina Department of Education, requested a more detailed look into the analyzed survey data of the High Schools That Work (HSTW) final report and wants to consider the possibility of conducting Levels of Use onsite interviews as a further measure of implementation. SECC staff have requested a meeting with Dr. Montrio Belton to begin discussing these proposed next steps.


April

In April, SECC staff provided the Office of School Transformation with a final report summarizing findings from the survey of secondary school principals regarding the High Schools That Work reform model.


March

Following the close of the survey window in early March, SECC staff provided the South Carolina Office of School Transformation with a preliminary summary of responses by the 69 high school principals who completed the survey. Data was disaggregated according to several demographic groups, and raw data for each of the open-ended survey items was also provided to the office.


February

During February, SECC staff assisted the South Carolina Office of School Transformation in finalizing and delivering the survey for principals of high schools implementing the whole-school reform model, High Schools That Work (HSTW). The survey incorporated SEDL's Stages of Concern Questionnaire along with items specific to implementation of HSTW. The online survey was distributed to over 200 high school principals, and results will provide the South Carolina Department of Education information regarding principal opinions of HSTW and their desire to investigate other school reform options.


January

In January, SECC staff collaborated with a representative from the South Carolina Office of School Transformation to identify the target population for the survey (i.e., principals) and to begin generating items for inclusion in addition to those that are part of the Stages of Concern Questionnaire. Subgroup items were also agreed upon so that survey data could be disaggregated in ways to encourage deeper analysis and reflection (e.g., number of years the principal has been in the school, status of having met or not met adequate yearly progress [AYP] for the preceding year, and whether feeder middle school are part of the Making Middle Grades Work initiative).
