Literacy Initiative Striving Readers Comprehensive Literacy Plan

As a part of the Striving Readers Comprehensive Literacy planning grant, the Georgia Department of Education is developing a state literacy plan. This literacy plan encompasses birth through grade 12. The Georgia Literacy Task Force is charged with the development of an implementation plan that allows for transitions between grade-level bands (Birth to 5, Elementary, and Middle/High School).

September

On September 6, Ramona Chauvin, SECC program associate, offered technical assistance to Amanda Beaty on Georgia’s document entitled “The Why,” which focused on the research behind “The What” and “The How,” documents that comprise the statewide comprehensive literacy plan. Feedback was provided to the SEA on the approximately 200-page document via hard copy on September 26.


August

Ramona Chauvin, SECC program associate, provided technical assistance in the form of feedback on the following two documents: Georgia’s Literacy Plan Birth to Five Needs Assessment for Literacy and Georgia’s Literacy Plan Needs Assessment for Literacy Kindergarten to Grade 12. Additionally, Georgia requested technical assistance for the development of an online interactive Web site housing all of the GaDOE documents needed by districts to write their own literacy plan. After investigation with SECC staff, Darlene Brown, SECC project director, and Eric Waters, program associate, it was determined that the project could be considered in future grant work, but it was too complex a project to be completed by the end of September as requested by Georgia. This project request may be considered at a future date.


July

Technical assistance regarding draft literacy documents was provided to Amanda Beaty, Georgia’s Literacy Plan Consultant/Chairperson, via e-mail communications this month. Feedback from SECC Program Associates Kathleen Theodore and Ramona Chauvin along with Georgia’s Statewide Literacy Task Force was incorporated into several documents by Ms. Beaty. On July 19, the following documents were distributed to the task force members: “The How,” “The What,” and the “Needs Assessment.” On July 30–August 1, Ada Muoneke, SECC program associate, facilitated Georgia’s literacy team discussions at the Striving Readers Comprehensive (SRCL) National Literacy Institute in Anaheim, California.


June

On June 19, 2012, SECC staff contacted Julie Morrill and Amanda Beaty, Georgia Literacy Plan Consultant/Chairperson, regarding technical assistance on the statewide literacy plan and Georgia’s attendance at the upcoming Striving Readers Comprehensive Literacy (SRCL) National Literacy Institute in Anaheim, California. Ms. Morrill responded that Georgia will have a large contingency of attendees. Several SEDL personnel from both SECC and TXCC will also be in attendance, serving as facilitators during the Striving Readers segment of the conference. Ms. Beaty and Ramona Chauvin, SECC program associate, had a series of e-mail communications from June 19–22. The topic of discussion was “The What” component of GA’s statewide comprehensive literacy plan. On June 22, Ms. Beaty and Ms. Chauvin held a Google+ “Hangout” session to share feedback on two documents: Birth to 5: “The What” and K–12 Overview: “The What.”


May

A series of e-mail communications took place May 2–14, 2012, with Amanda Beaty, Georgia Literacy Plan consultant/chairperson regarding clarification of feedback for the revision of the three literacy documents (i.e., Birth to 5, elementary, and middle/high school). Additional e-mail responses/interactions to the consultant's clarifying questions were given by Literacy Task Force team members to such questions as the following: What grade levels constitute elementary school? Middle/high school? How frequently does the research suggest progress monitoring should occur at the differing grade levels? The final drafts were submitted with the feedback incorporated, as necessary, on May 14, 2012, for the Literacy Task Force team members to review.


April

SECC staff completed the proofreading of three literacy documents for the Georgia Department of Education: birth to 5, elementary, and middle/high school. On April 27, 2012, SECC staff provided feedback and recommendations across the three documents as well as for each individual document to the Georgia Literacy Plan chairperson via Google+ Hangout.


March

SECC staff began to proofread the birth to age 5 and middle/high school sections of the Georgia Literacy Plan in order to provide feedback and recommendations.


February

SECC staff assisted the Georgia Literacy Plan consultant/chairperson with finding research-based resources and strategies for inclusion in the statewide literacy plan.


January

SECC staff facilitated a two-day meeting for the Georgia Literacy Task Force. The purpose of the meeting was to develop the statewide literacy plan's recommendations for implementation as well as transitions between grade-level bands (birth to age 5, elementary, and middle/high school).
