SEDL's work is guided by a 20-member board of directors. There are four representatives from Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.

State Department of Education Experience/Education
Ms. Garrett is the elected superintendent of public instruction and has held that office since 1988. She also serves as chairman of the State Board of Education and State Board of Vocational and Technical Education.
During her career as an educator, Ms. Garrett has served as state coordinator of gifted programs, executive director of educational programs, and administrator of programs in rural education, technology, satellite education, gifted education, media applications, and library resources for the Oklahoma State Department of Education. She was a classroom teacher for 15 years in Muskogee County, Oklahoma.
