SEDL's work is guided by a 20-member board of directors. There are four representatives from Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.

Dr. Villarreal serves as the Executive Director of Education Service Center, Region 2 in Corpus Christi where she oversees programs that assist more than 40 school districts and 7 charter schools to improve academic performance and increase the efficiency of their operations. Her career in education spans more than 25 years of teaching and administration experience. She started as classroom teacher of speech and drama and moved to principal to superintendent to service center administrator. She has been executive director of Region 2 for the past 3 years. Dr. Villarreal is also an adjunct professor of education administration and leadership at Texas A&M-Kingsville.
Dr. Villarreal has bachelor's and master's degrees in education from Texas A&M University, Kingsville and a doctorate in educational leadership from Texas A&M.
