SEDL's work is guided by a 20-member board of directors. There are four representatives from Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.

Mr. McCoy currently serves as Project Manager at MAXIMUS, Inc. where he is responsible for providing New Mexico School Districts and Charter schools with assistance in claiming Medicaid reimbursement. Mr. McCoy also helps school districts manage their Special Education and Instructional processes and data through the Maximus software system. Previously, Mr. McCoy held positions of increasing responsibility at the New Mexico State Department of Education, including Chief of Staff/Deputy Superintendent for Operations, where he was responsible for overall operations of the Department.
Mr. McCoy holds a bachelor of arts in sociology from La Salle University in Philadelphia, Pennsylvania.
