SEDL's work is guided by a 20-member board of directors. There are four representatives from Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.

Charles Cobbs is the Treasurer of SEDL's Board of Directors.

Jonesboro Public Schools Experience/Education
Mr. Cobbs is currently an assistant superintendent for Jonesboro Public Schools. Formerly he was principal at Annie Camp Junior High, Pine Bluff High School, and Arkadelphia High School. He also served as assistant principal at Jonesboro High School. Mr. Cobbs is also a board member for Instructional Microcomputer Project for Arkansas Classrooms. He received the Milken Family Foundation Award in 1995.
Mr. Cobbs holds an EdS and an MSE in educational administration from Arkansas State University.
